A TAACCCTful mandate? OER, SCORM and the $2bn grant

Lorna M. Campbell (Assistant Director, CETIS) recoge y resume en su blog la polémica acerca del programa de becas del gobierno de los EUA para la creación de recursos educativos abiertos, que exige el uso del formato SCORM.

Last week’s announcement that the US Department of Labour is planning to allocate $2 billion in grant funds to the Trade Adjustment Assistance Community College and Career Training grants programme over the next four years, has already generated a huge response online. $2 billion is a lot of money #inthiscurrentclimate, or indeed in any climate, however the reason that this announcement has generated so much heat is that it has been billed as $2 billion for open educational resources and furthermore it mandates the use of SCORM. Although there has been almost universal approval that the TAACCCT call mandates the use of the CC-By license the inclusion of the SCORM mandate has stirred up a bit of a hornets nest.
