A TAACCCTful mandate? OER, SCORM and the $2bn grant

Last week’s announcement that the US Department of Labour is planning to allocate $2 billion in grant funds to the Trade Adjustment Assistance Community College and Career Training grants programme over the next four years, has already generated a huge response online. $2 billion is a lot of money #inthiscurrentclimate, or indeed in any climate, however the reason that this announcement has generated so much heat is that it has been billed as $2 billion for open educational resources and furthermore it mandates the use of SCORM. Although there has been almost universal approval that the TAACCCT call mandates the use of the CC-By license the inclusion of the SCORM mandate has stirred up a bit of a hornets nest.
